Request for Expression of Interest

Population Services Kenya (PS Kenya) is a non-profit organization that harnesses the vitality of the private sector to address health problems of low-income and vulnerable populations in rural and peri-urban Kenya. With programs in malaria, reproductive health, child survival and HIV/TB, PS Kenya promotes products, services and healthy behaviors that enable low-income and vulnerable people to lead healthier lives.

We would like to identify individuals and/or firms that have technical capacity to offer consultancy services within our Programs. These will include Research, Health area technical experts, Communication strategy and Writing, among others.  Eligible Consultants are invited to indicate their interest in providing the services. Consultants may constitute joint-ventures to enhance their chances of qualification

Minimum Qualifications

  • A minimum of First degree in relevant field
  • Proven experience (not less than 5 years) working in relevant field
  • Ability to analyse and synthesise in writing relevant information relating to the scope of the job
  • High-level presentation, facilitating, communication and reporting skills 
  • Strong interpersonal skills and ability to work as a team player
  • Capacity to deal with conflicting priorities and timely delivery of high quality work.
  • A person with an eye for detail, fluency in written and spoken English. 
  • Excellent writing skills in English and/or Kiswahili. 
  • Proven experience in coordinating the preparation and dissemination of knowledge products
  • Strong quantitative and analytical skills 
  • Competency in the use of standard software applications 
  • Competence in use of social media is a plus.

Consultants may constitute joint-Ventures to enhance their chances of qualification

  2. Communication  and advocacy strategy development 
  3. Business analysis and lean sigma
  4. Clinical consultants for development of curriculums, trainings, audits and development of protocols.
  5. Manual developments, and training tools development for communities and providers

Submission Guide and Tips

Language: Ensure that the EOI is written in a clear, concise, and logical format with key words in bold.

Supporting Content and Materials: Confirm that you have included relevant information pertaining to your specific expertise, experience, key staff information (mini-bios vs. CVs). Brochures can be attached but should not be an alternative to writing a responsive EOI. PS Kenya will make its decision based upon the written information contained in the text of the EOI.

Contact Information: Indicate the contact point within the firm for receiving subsequent correspondence and requests for proposals.

Consultants should submit responses (no more than 8 pages A4 paper size) outlining their proposed areas of interest and why they think they qualify. Detailed curriculum vitae of individual consultants should be included as appendices to the responses which must be submitted in the format prescribed above. All enquiries regarding this Expression of Interest should be in writing via email to: before the closing date in order to be considered.

NB: Consultants will be selected in accordance with the Quality and Cost Based Selection method

Statement of Qualifications: The statement of qualifications should highlight the specific expertise, country/regional experience, and collaboration with partner(s), if any.

Financial Capability and Commitments: A brief sentence or two indicating that the firm has the financial resources and management strength to execute assignments and that the firm can provide evidence of such capacity.

Conclusion: A brief concluding paragraph should restate the firm's interest in the EOI and indicate the contact within the firm responsible for receiving the proposal and answering any related questions.
